Message from the Vice-President, ICAI

It is a privilege to be associated with RESOLVE-2026, the 4th Edition of the International Convention on Insolvency Resolution and Valuation. Over the years, RESOLVE has evolved into a significant forum bringing together policymakers, regulators, the judiciary, insolvency professionals, registered valuers, Chartered Accountants, financial institutions, investors, academicians and international experts.

The theme of the Convention, “Enabling Resolution, Maximising Value,” aptly reflects the need for timely and effective resolution while preserving and enhancing enterprise value. RESOLVE-2026 provides a valuable platform to deliberate on how the evolving insolvency framework and valuation practices can work together to deliver efficient, sustainable and value-oriented outcomes.

The Insolvency and Bankruptcy Code, 2016, completed a decade of its transformative journey, has fundamentally reshaped India’s approach to insolvency by establishing a time-bound, creditor-driven and resolution-oriented framework. Over the years, the IBC has shifted the focus from mere recovery towards revival of viable businesses, preservation of enterprise value and maximisation of stakeholder value, while strengthening credit discipline and stakeholder confidence. Its evolution through judicial experience, regulatory interventions and legislative amendments has enabled the framework to respond to emerging challenges, while also highlighting the need for greater efficiency, timely resolution and effective stakeholder coordination. As the IBC enters its next decade, the focus must be on credible valuation, stronger institutions, technology-enabled processes and sustainable resolution outcomes, thereby supporting business continuity, entrepreneurship, investment confidence and long-term economic growth.

Furthermore, the IBC (Amendment) Act, 2026 marks another important phase in the evolution of India’s insolvency regime, with the objective of making the process more efficient, predictable, transparent and value oriented. The amendments seek to address emerging practical challenges and strengthen the framework for effective resolution, while placing greater emphasis on timely decision-making and preservation of economic value. The journey from the IBC, 2016 to the IBC (Amendment) Act, 2026 reflects the continuous evolution of India’s insolvency framework and its growing focus on timely resolution and preservation of economic value. Going forward, the emphasis must be on moving beyond resolution of distress towards preserving and maximising enterprise value, with credible valuation serving as a critical foundation for informed decision-making.

The next phase should also focus on early identification of financial distress and timely intervention to minimise value erosion. Strengthening the quality, credibility and consistency of valuation practices, supported by technology, data analytics and emerging digital tools, will be critical for informed decision-making and sustainable resolution outcomes.

I extend my best wishes for the success of RESOLVE-2026 and hope that the deliberations will contribute meaningfully to the continued development of India’s insolvency and valuation ecosystem.
